Betsy Cooper
In her role as Assistant General Manager of Water Resources, Ms. Cooper oversees Water Resources Planning, Water and Wastewater Capital Improvement and Land Development projects, Utility Billing, Communications, Water Conservation, and the Advanced Meter Infrastructure Upgrade Project. Additionally, Ms. Cooper has played a key role in the planning of the State Water Interconnection Project, which will supplement the City’s existing supplies and improve water quality.
Ms. Cooper began her career with the City of Ventura in 1995 as an Associate Engineer in the Engineering Division of Public Works. Prior to working for the City, she worked seven years for Boyle Engineering Corporation in Ventura working primarily on the planning and design of water systems. Ms. Cooper is a licensed Professional Engineer with a Bachelor of Science degree in Civil Engineering from the University of California at Davis. Her professional affiliations include the American Public Works Association (APWA), American Society of Civil Engineers, American Water Works Association, and Association of California Water Agencies.
