Mr. Brown represents the City of Ventura on the Mound Basin Board as a Member Director. The City appointed Mr. Brown to this position in September 2017, upon his selection as General Manager for Ventura Water, charged with oversight of the city’s water and wastewater division that has a staff of 90 and more than $94.5 million in annual revenue.
Mr. Brown joined Ventura Water after a distinguished career with the U.S. Navy, retiring at the rank of Navy Captain and bringing some 28 years of experience in the public sector as a Navy Civil Engineer Corps officer to his position with Ventura Water. Among his numerous assignments, Mr. Brown served as Chief of Naval Operations Strategic Laydown Assessment in Washington, D.C. In that position, he helped develop the Navy’s $9 billion annual infrastructure investment plan. Mr. Brown also managed 10 unique water and sanitation districts for the U.S. Navy, negotiating interagency agreements, establishing water standards, maintaining systems and building new capacity. From October 2013 to July 2015, Mr. Brown was commander of the Center for Seabees and Facilities Engineering and Civil Engineer Corps Officers School in Port Hueneme.
Mr. Brown holds professional affiliations including the Society of American Military Engineers and the American Public Works Association. He has a Master’s degree in Business Administration from DePaul University in Chicago and a Bachelor’s degree in Ocean Engineering from the U.S. Naval Academy.
